Milestone 3 is closed for current ABI, runtime layout, and dynamic value

behavior covered by bounded gates.

These gates validate ABI v1 core layouts, runtime descriptor layout rows,

compatibility matrix wiring, invalid-layout behavior, and cross-artifact

compatibility evidence for the current production surface.

Milestone 3 closure does not close Index, Kukulkan, public app operations, or

the integrated final release. Those remain tracked by Milestones 6 through 9.

ABI, runtime layout, compatibility matrix, or dynamic value behavior changes

must update this file, docs/full-parity-status.html, docs/abi-value-layouts.html,

docs/feature-support-matrix.html, and docs/release-notes.html in the same

change unless the ADR/RFC explains why a location is unaffected.
